A new adventure

This world is divided into two segments, people with powers and people with none the organisation dividing them is called The world government tho people no powers can enter that with permission people with powers can't as they are considered highly dangerous. People with powers are called Deviants there is a special school for deviants in their segment created by Gol D Roger "One piece Academy" it's a great school for deviants tho it is not easy to get to but it is a great one at it

But some people with no power but can make abilities of their weapons are also considered deviants
