After World World II, the world's leaders agreed that a united front was needed to ensure future peace. And so, out of the ashes of war, emerged the Council of Countries. Along with the CoC came the Kairoi, countdowns on everyone's wrists which show the exact moment when you will meet your soulmate. Now, almost 200 years later, war is a foreign concept and everyone is guaranteed to meet the love of their life.
When Annette Cygnet is chosen as a new recruit for the secretive government organization, the Agency, she is beyond excited. However, she soon finds out that the true purpose of the Agency may not be as innocuous as the rest of the world thinks. As Annette wrestles with the morality of the operation, she finds out that something even more sinister is going on behind the scenes. Will Annette be able to stop a global enterprise? Can she find a way to fix a system that is fundamentally corrupt?

It would be easy for Evita to forget about where the gun came from and let her life return to normal, but its mysterious appearance won't stop nagging at her. When Evita starts asking questions Evelyn Sheer, the head of the city's Department of Energy, takes her captive and places her in a secret, underground research facility. Evelyn Sheer and the researchers are trying to create a genetic modification that enables humans to photosynthesize. Once in the facility, Evita is tagged as a test subject and loses all say over what happens to her body. She has to escape. By the time she comes up with a plan there is only one problem. Evita isn't ready to leave.

I spring towards the house phone, dusty from years of doing absolutely nothing, so I can call the police. I don't make it. Halfway there, I trip on my own pant-leg and face plant on the floor. The woman steps over me and retrieves the phone. She looks at it as if it's a foreign object, "This won't be necessary. All I want to do is talk to you." For some reason, instead of screaming, I stay silent. She smiles and pulls out a chair from the kitchen table for me to sit on. When I don't sit, she says, "If you want to know what's going on, then sit." I think about it for a moment. She hasn't hurt me yet, and I have to admit, I am quite curious as to what's going on.
