There is a semblence of society but due to the strained environments much of culture was regressed into a more mordern tribal structure societies scattered in little to big settlements with their own unique territory.. Many tools and necessities have evolved with them but things like phones tvs and other things were lost in the great rising. Al-an is a creature (glosses over orgins ) That is an amalgamation of leviathans, namely the crab squid and shadow leviathen.

It is not a particularly magical place this city, in the way we might expect an under water city to be (with mermaids, talking fish, and so forth) but is instead an everyday sort of place that we might be used to.
