A 'Canon Divergence', I believe it's called. So, basically, this story picks up when Zuko and Katara are flying back to camp during the 'southern raiders' episode; book 3, episode 14. This fic is an alternate ending, the ending we were robbed of, for Avatar: The Last Airbender. 

Zuko and Katara, much to Katara's original dismay, are a perfect duo. They balance each other, yin and yang like. They serve as the perfect reminder to each other to not look back; they're not going that way.

When Lightning Meets Water (A Zutara Story)

She once believed Aang could save the world, but now, she must save him. Five years after Lord Ozai defeated the Avatar, the world has fallen to the new Fire Empire. When rumors of Aang's survival begin circulating, Katara can't stand by and do nothing. Instead, Katara leaves the relative safety of her refugee camp to investigate the rumors, disguising herself as a Dai Li agent in order to infiltrate the Fire Nation Palace. While Katara intends to keep a low profile, she draws the attention of the much hated Prince Zuko after saving his life. He recruits her on his mission to scour the nations and destroy rebel camps. She can't say no without exposing her identity. But everything is not as it seems, and something strange is going on in each of the camps they find. Could the prince who betrayed her all those years ago really be helping from the inside? She needs to find Aang, but she might find something else along the way: second chances and love.
