In Susan Collin's "Mockingjay" the remaining hunger games victors would vote on if they had one last games for the Capitol children or not. The majority of the votes were yes this would be called "The Capitol Games" and 17 year old Kelly-Ann Marco happened to be reaped to go into the games against 23 other contestants.
