Frollo finds a brand newborn baby girl left outside the Notre Dame cathedral, who he names Isabelle, the very next night after killing Quasimodo's mother and being forced raise him afterwards.  Ironically, she was born the night the incident occurred.  He is also forced to raise her, much to his dismay.  But instead of bringing her up to the bell tower with Quasimodo, he raises her in the Palace of Justice.  Neither Isabelle nor Quasimodo know of each other's existence until they both sneak out to the Festival of Fools, 20 years later.
