Bucky is commanded to kill Lettys father in front of her but when he does she is forced into hydra and experimented on. She is one of the few who is injected with the super soldier serum and because of hydra she is injected with another serum know as the ghost serum which makes her reflexes on point she can see what happens minutes or seconds than something happens but also she has amazing abilties.
This starts off in CATWS then leads to CATCW and then so on .....
