Tate is an troubled boy. He's a observant sociopathic and lightly retarded kid, he feels nothing or feels everything too intense, once it's overwhelming and he can't control, he freaks out in meltdowns screaming or laughing, slowly falling in madness as like his father.
This kid is on the verge of a breakdown because of these people - the batfam - who thought they've been helping, but they are making it worse. Not to mention a bad childhood alongside the Joker and Harley Quinn that already took it's toll on Don's child mind.
But when he was 12 years old, Batman arrested both Harley and Joker. Finding Tate in the nearby alley and adopting him, trying to give him another chance in life. Try to spare him from the madness taking him piece by piece.
