Keegan Rebstock is a police officer in Lakewood, a small town of six thousand people in western Colorado. A proud SWAT officer, he serves along side his brother, Jason. Unbeknownst to him, the town is infested with werewolves, with the "dangerous" species making up  approximately 94% of the town's population.

Alexander Novak is a werewolf. His pack, which established the town in the mid-1800s, controls the town, with the exception of the regional airport just outside the town limits. As a pack doctor, he is in charge of ensuring that the hospital has the supplies to operate.

A simple stop at the local bank goes awry when rouges targeting the pack attacks. With the hostage situation developing, the police is called in, along with one of the four SWAT teams. When the team arrives, Keegan finds a spot in the office building adjacent to the bank. The situation worsens and Keegan is forced to take a shot. A shot that can either bring down the pack or keep it safe.
