The villain, Goku Black, is being erased by Zeno, the Omni-King. But, just before he could be fully erased from existence, someone managed to pull him out. The person is none other than Hera/Juno, the goddess of marriage and queen of Olympus. She offers Goku Black a choice, to either help a certain group of heroes, or be erased.
