When Bo, Luke, and Daisy left when their Uncle Jesse passed away, they didn't expect for their children to return, after the death of Bo's wife.
Novalie, unable to live in the same house her mother died in, she moved back to Hazzard. Even Roscoe is happy to know they have returned. Its not Hazzard with the Duke family.
But it wouldn't be a true story if there wasn't a race.
Novalie takes on a race to save the old bank that an Investor wants to tear down, and rebuild. But unwilling to let go of the passed, she takes on a driver that her father couldn't beat. But she makes modifications to the General, and they drive.
