The inequality between the rich and poor has been creeping up ever since Garmadon took over as the Mayor. The divide is constantly growing, and he has every citizen in his grasp as he continues to tell them that those rats are nothing but trouble. He wants a safe, clean and crimeless city, and he will do anything to fulfil this promise to the people of Ninjago City.

Kai, Nya and Lloyd have a difficult childhood, for all they have is each other and their small set of skills, including scavenging for food without being noticed, to survive. They live in the Western outskirts of Ninjago City, near the slums as no-one there was willing to take care of three children when supplies are scarce. Although it's difficult, they make it work. They just wish they could live instead of survive.

A boy from the billionaire's village, located not too far East from the slums, has been aware of everyone's views on the poor. It was the most common thing on the news growing up: 'removing disgusting homeless people from the streets as they are the leading cause of increasing crime in the city'. However, when one of these so-called 'rats' saved his life, he began to question everything he was taught about such people.

It's difficult to turn away from such propaganda if it's the only thing you know.
