Crisis Averted! Not Really, But Yippeee!

The government has greenlit a program where the "strange" species of the nation are plucked randomly from their cities and brought to labs. Absolutely NOTHING could go wrong with this, right? In the long-run, this OBVIOUSLY seems like an amazing idea. However, a lab suddenly explodes- and the program is shut down and never brought up again. Did some of the suspects die? For all the government is worried about, all that precious research- all those innocent lives- gone. Incinerated. Reduced to a pile of ashes, if you will. However, more subjects than they think escaped from the demented laboratory. And they're not going to just let things slide, obviously not, right? The Resistance is seeking vengeance. And, outside of the safety and serenity of the City Limits, lurks a force more powerful than any of the government's fancy weapons.
