He then moves back to Japan with his mom and applies to U.A. where Bakugo has been going to school.

As said before his friends wasn't the nice bubbly kids you think he would have, in fact their not even close. Izuku changed from middle school and started drinking and smoking, he also tended to get in fights with random people for looking at him wrong. Clearly different from when he was growing up.
