Bucky had kept Sophia away from Court since she was 10 and kept her home knowing he didn't want to subject her to that life even though he was a Duke. Sophia was courting John Walker and he was wanting to propose and marry Sophia but the marriage had to be granted per the King. The minute Steve see's Sophia, not having seen her since she was a child he is taken by her. Now he has a decision to make. Let Sophia marry John...or keep her for himself.
