A story of a corrupted city full of crimes, one desires for vengeance against tyranny dawns a mask to bring justice. He becomes a symbol that would strike fear in evil stalking the shadows like a Wraith, he is the Phantom Venger. It begins when a hero takes down crooks. He wears a black ski mask with red spray paint around the eyes and white lenses, black shirt, red vest, and gray gloves and boots. Belt with grapple gun, smoke pellets, mini flashlight, and knife. He finally has a black short cape with a hood with a function of being able to shift to be used for gliding. Then he goes to his apartment revealing himself as Mark Phantstrom whose parents died in a fire and he lives alone. He has a doctor named Fred who tries to get him to get out of the house and have a life, but he doesn't care. Fred doesn't know Mark is a superhero, but he knows Mark needs to stop living alone and keep people at a distance. He has a partner within the police named Stan Worth with a daughter named Camila. They investigate with Phantom Venger as the brains and Stan as the guy who brings clues. They fight a bunch of criminals like the Pariah, Prowl, Wraith Flame, and Condor while the gang boss is Damien Stone. They go off trying to learn where the criminals come from and discover a dark conspiracy within the city. They do learn a few secrets of the villains they fight and dark, shocking secrets of the city. He tends to fight solo, but gets help from time to time fighting crime like from Stan, his partner and Camila, who learns of his identity. He fights with Pariah up front while trying to fight Damien too. Though Stone is a master crime boss who can hide his tracks making him a powerful villain. Though he gets defeated along with Pariah by Phantom Venger with the help of Stan and Camila.
Elliot's partner was his whole world, but after Allan's death, his ghost haunts Elliot's dreams. Everyone tells Elliot to move on, but he isn't sure he can.
