In Dragon ball Super, it is seen that Goku have achieved perfect ultra instinct. Something Beerus couldn't. However, that's just the tip of the iceberg, who made this technique??
A being with martial arts level so ancient and different that no one but one could comprehend it. This being has transcended from a human... to a GOD. You'd speak of such a high skill to him, all he will say is, "Ultra instinct? Yea I created it"
