After coming back from his mission from the wave Naruto and the rest of team 7 including his rival assume Sasuke Uchiha and his crush Sakura Haruno were informed by their sensei Kakashi that only one month until the chunin exams had come up

Sasuke gets trained by Kakashi because of his newly awakened sharingan, Sakura gets trained by the sensei of team 8 Kurenai Yuhi, and Naruto gets stuck with Ebisu.

It was then the 3rd Hokage after hearing how Naruto wanted to get stronger decided to send him with Ebisu to the capital at a fire temple where the fire nation's bodyguards reside and where Naruto is officially reborn.
