Herbert West has taken the name of Howard Phillips after he escaped prison. To secure his past identity, he moves far away. To continue his work in hiding while also trying to do work as Howard Phillips, he finds a couple of teenagers as fresh new bodies. Injecting the reagent into the separate body parts of one of those teenagers, he creates a new life that isn't like his failed test subjects. He now has a child to raise.
