Mann represents the Dhuri Assembly constituency in the Punjab Legislative Assembly and is also the state convener of the Aam Aadmi Party, Punjab since 2019 

Mann was born on October 17, 1973, in Satoj village in the Sangrur district of Punjab, India. He was born into a Sikh family. His father's name is Shri Mohinder Singh, and his mother's name is Smt. Harpal Kaur 

Before entering politics, Mann gained popularity as a comedian. In 2008, he competed in the Great Indian Laughter Challenge on Star Plus, which increased his audience. He also appeared as a contestant on other comedy shows like Comedy Ka King Kaun 

Mann's political career began when he won the Dhuri seat in the Punjab Legislative Assembly in 2022, defeating his rival and Congress MLA, Dalvir Singh Goldy, by a margin of 58,206 votes. He is known for rallying crowds with the slogan "inquilab zindabad" and wearing a trademark yellow turban of freedom fighters 

On March 16, 2022, Mann took oath as the 17th Chief Minister of Punjab at Khatkar Kalan, the ancestral village of freedom fighter Bhagat Singh. Even before taking the oath, he took steps to end the VIP culture and met with the Director General of Police to order the withdrawal of police security from former MLAs and ministers.
