The cards weren't laid out in favor of Louis, he had spent his life as a trained assassin for one of the top agencies in the whole world. He expected to be assigned for another undercover mission or for another bounty hunting job- nothing could have prepared him for looking after the president's extremely attractive son.
Having someone hovering over his shoulder was the last thing Harry wanted. He was trying to be more independent, make a life for himself.
