For a new job he becomes a foster parent and takes care of kids to help him feel better and contribute to Core City even though he can no longer fight or the city thanks to his injury. He is trying to recover as quickly as possible to gain his powers back and fight once again. Rainbow is a 12 year old boy who has been to home to home in the foster care system. No longer wanting to trust others and no memories of his past parents he doesn't care much about people and just wants to be left alone. Tired of the foster care system he swears that this will be the last home he will be in. A new villain arises as well. With no Flash to protect the city they can do as they please. They can't wait until they find "the one they are looking for." Fate will tie them together very soon.
