Building an organization that people can call for help was what Empress' younger brother wanted to build, which involves a lot of talking to strangers and joining in on their own messes just to solve their problem and since she was not a big fan of that, Empress never really officially joined them. All the suffering that Prince had been enduring all those times were suddenly revealed, yet no justice was served. Instead, people of high importance in the society went to a lot of trouble just to cover up for the culprit of the crime, letting him run free with but a simple punishment. Suddenly, it was clear to Empress why her younger brother created that organization in the first place. It was so that no other people could experience the things he had been through. It was so that others could get their justice and revenge for the wrongdoings that has been done to them. So, taking measures into her own hands, she'd also stop at nothing to give the same services of the organization to her younger brother. Even if it meant joining in on other people's mess.
