Mirroring the adult criminal justice system, juvenile courts are jammed, reformatories and detention centers overrun. Trial proceedings involving young offenders, some as young as ten or eight, are plagued with unsolvable problems. Defense lawyers are unable to effectively communicate with their clients, who, while contemptuous of the legal system, do not understand it. Prosecutors and the judiciary are at a loss as to how to deal with juveniles in trial settings, or how to impose just punishment. Sentences the courts hand down rarely reflect the severity of the crimes. In the words of countless commissions launched to study the problem, in this city and others nationwide, the need for change has never been greater: it is now.
