Crown Prince of Mumbai- CID in Agneepath

Pre-movie, Vijay is twenty five.
Abhijeet and Daya are called on to help protect the commissioner of police, Eknath Gaitonde, Mumbai's Commisioner of Police as his war against the drug gangs of Mumbai heats up. They have to team up with this young captain and help figure out how to stop the assassination. What was essentially supposed to be a routine protection detail, ends up becoming a race to save the whole of Mumbai from the wrath of the Underworld's puppet master when their protection doesn't save Gaitonde from falling into the hands of the enemy.
Who is this Vijay Chauhan and how does he hold so much sway over the city, perhaps even more than the actual underworld king Rauf Lala? More importantly what does he want with the Commissioner?
