What if Frollo was forced to raise not one, but two babies?  What if Quasimodo had a twin sister?  Separated the night their mother was killed, he raised her in the Palace of Justice instead of the bell tower where her brother was kept and raised, due to his deformities.  Neither of them know of each others' existence until they officially meet up in the bell tower.
