Izuku Midoriya, a quirkless kid reported missing for 4 years. Begame a vigilante and was being hunted down by the underground hero Eraserhead just so happened to be add to the UA Staff's chat.

Izuku always wanted to be a hero, but in a world where 80% of the population have 'quirks' no one believes it is possible due to being apart of the unfortunate 20%.
