Once the era of Quirks was born, a growing number of Quirkless people began to deeply resent those born with superpowers, prejudicially calling them "Mutants". Eventually, when a new president (who's quirkless and racist towards quirk people) is elected, he and his government cabinet legally pass a new law where those born with quirks must be registered into the Mutant/Quirk registration system, thus publicly exposing them with a quirk and arresting anyone that doesn't comply. This leads to the (now over-populated) Quirkless society harshly mistreating them, doing so for a variety of reasons, including bigotry, paranoia and xenophobia (particularly directed at mutants with nonstandard appearances), jealousy of their natural superpowers, and fear of being replaced or rendered extinct by the so-called next stage in human evolution. Anti-mutant/quirk sentiment often leads to mob violence and the alienation of mutants/quirks from society. Even pro heroes were shackled by their company/government superiors under strict surveillance based on how powerful/dangerous their powers were and are paid little to none for their heroic works/missions.
