In the small, rainy town of Washington, Opal's life has been anything but stable. A foster kid with a restless spirit, she finds herself constantly running away from the homes she's placed in. Her mother, who passed away when Opal was just a child, left her with a single, cherished memento: a piece of paper with the "Baby Beluga" nursery rhyme. This song, and her mother's love for beluga whales, fuels Opal's passion for the town's free aquarium, a place she visits often. 
Opal has spent her life studying the belugas, finding solace in their presence. But as she grows older, she begins to see the cracks in the aquariums facade. The enclosures too small, the animals confined and unhappy. Determined to make a difference, Opal dives into researching the conditions of the aquarium, dreaming of a day when she can help release the belugas and other animals back into the wild.
However, this mission is fraught with challenges. Opal must navigate the complexities of the foster system, the bureaucracy of animal welfare, and her own tumultuous emotions. Her journey is one of resilience, hope, and the unyielding belief that even the smallest voices can make a big splash.
