Heart & Soul is an ongoing One Piece fan-fiction adventure/romance story that centers around Luffy after he falls for his newest crew mate. 

The story is broken up into arcs, with the first arc (chapters 1-13) being the initial love story:

After a fateful encounter with a seemingly ordinary 18-year-old girl named Aria, tragic circumstances lead to Aria joining Luffy's ragtag pirate crew, and soon, Luffy finds himself forming a profound connection with his newest crewmate that turns his entire world upside down.
