Ten years after the events that changed the world, superheroes-known as Nigh-Men-have become an accepted part of society. The world's premier superhero organization, the Garrison, protects humanity from super-powered threats. Unknown to the public, however, many of these powers trace back to a secret experiment called Project-84, created by the brilliant scientist Professor James McKay.

Three years before the present day, James McKay discovers that his employer, Mercy Savage, CEO of Hephaestus Corporation, intends to use Project-84 to create an army of superhumans and establish herself as a global dictator alongside her father, General Marcus Savage. Horrified, James secretly loads two of the three Project-84 containers into a rocket and launches them into the sky so the patches scatter across Tampa rather than fall into Mercy's hands.
