In the life exists things that motivate the people to move forward. Ambitions which the people can think have a value greater than theirs or other ones lives.

After the fall of Beacon the different kingdoms had to found ways to deal with the inner problems.
But it would be too optimistic to assume that governments would be completely open in their plans and too pessimistic that the own civilians wouldn't decided to organize themselves to fight against the threats the national threats.
