They weren't mortal enemies yet no one affected Batman just as much as Joker. He was an annoying voice that he could never get rid of, however was that what kept drawing him closer. No matter what was going on he just couldn't get away nor did he want to really but it was only so he could catch him, yes that's what it is.

He's my mortal enemy, was Joker's excuse for the obsession that he held for the vigilante. What other sensible reason could he have for always wanting to be around him and for constantly wanting to be the centre of his attention ,the apple of his eye, you could say. Mortal enemies nothing else, nothing more.
