What if district 13 didn't get blown up? And what if there was a 14th district hidden from everyone? District 14 wasn't known to the public, it was kept hidden due to the lack of people. They were told that as soon as their population increased than they would be entered into the Hunger Games. Only they didn't know it would be this soon.
