Several weeks have passed since Observer Sergeant Annika Walsh and her colleagues of the Commonwealth Observation and Information Service (C.O.I.S.) thwarted the Victory Day Plot. With the safety Commonwealth and the Lord Protector ensured, Annika and her colleagues now are faced with a new mission.

Nation Building. In Paisley Common, the leaders of Saint Patrick's Army agree to allow a new referendum on weather or not the Common shoulder remain with the Commonwealth or form the Irish Republic. No matter what choice is decided, one side will not hesitate to draw their swords. On the European Mainland, new nation spawned from the collapsing German Empire. The new democracies of Austria and the Rhineland and the monarchist Union of German States led by Bavaria struggle to sort out their status as sovereign countries, meanwhile the former German province of Schleswig-Holstein is annexed by Scandinavia. In Foxwood, the capital of the Commonwealth of Britannia, the victorious nations of the Great World War are to meet to set in stone the territorial changes that will define the future of Europe.

Will our heroes prevent disaster and preserve peace for these new nations, or will all of their efforts be engulfed in the fire of civil war and revolution?
