District 4 has only three alive victors right? No, District 4 has another famous Victor. The Victor's name is Saphira Emerald or as the Capitol know her as 'The Hidden Gem' (I know creative much.) Saphira is very similar to Finnick Odair in her games story except people for whatever reason cherish her more. The main reasons are that she is the prettiest or 'sexiest' woman in all of Panem, her voice has an accent which when spoken normally can make you weak to your knees it doesn't matter which gender, she is the smartest Victor to win the games besides Beetee and last but not least, there was an obvious reason she won her games... She's deadly... But what happens when she is picked for the Third Quarter Quell? How will everyone react? More importantly How will Finnick react? The 100th Annual Hunger Games
What would happen if Katniss hadn't won the games? Well the rebellion never happened and the games continued on. This year, it's time for the 4th quarter quell and the capitol has a big surprise for the districts. There will be three games. The first game will consists of district 1-6. 3 males and 3 females will be reaped from each district to participate. 12 of the 36 will move in to a final game. Then the second game will consist of district 7-12. 3 males and 3 females will also be reaped. Again 12 of the 36 will move on to a final game. The final game will consist of the tributes that survived the first and second games. From there the tributes will battle until a lone victor remains. May the odds be ever in your favour...Complete

In honour of the Fifth Quarter Quell, the amount of tributes representing each district will be randomly reaped from a huge bowl in the capitol, making a total of 24 tributes. In addition to this, any younger brother or sister of the tribute between the age of 8 and 18 may volunteer in the tribute's place. No other volunteers will be allowed.
