Tempest has no human bone in her body. She is devoid of all emotions, making her 'job' as a guns-for-hire easy- at least, that's what the heroes call it. She doesn't see it as a job but as a lifestyle.
After all, that is all she's ever been surrounded by. Blood, money, drugs, psychos, more blood and money. Blood money. All of that shit.
The only problem is that the heroes disagree with her so-called 'lifestyle' and start a special task force in her name called D. O. A. Best known as the operation Dead. Or. Alive. The person specifically tasked to bring her in is none other than the great hero, Phoenix.
He is best known for his smarts, good looks, and being a virtuous savior. But among people like Tempest, he is known as another overpowered, overrated hero no one can escape. Not even those blessed with super speed or teleportation can escape him. So, it should be effortless for him to catch her since she has no superhuman abilities.
Except it's not.
Tempest has a deadly virus no scientist, no government, no god can ever get rid of. So, when she finds out she is being hunted down by not only the hero society but the face of it, she turns to biological warfare.
The few other people with the disease would never dare to do something like that, but Tempest would. If it guarantees her coming out on top, she will.
