Ralph Rager, a mysterious man with a violent past, finds himself in Bolivia, South America, which has been invaded by a dangerous drug cartel. For the past couple weeks, he's managed to keep a low profile.

Everything changes when, out of the blue, an old friend of his named Jillian Rutledge reaches out with an urgent request for assistance: Jillian and her family have accidentally witnessed something they shouldn't have: a violent war crime committed by a team of rogue United States Army soldiers.
