I don’t think there was any perfect way to explain how the society was run. And yet, at the same time, there was the perfection it tried to maintain under the cover of the reckless and the proper, all imperfectly flawless, and all functional, at least according to the government. If anything, their claim was to stray from what past leaders had feared would be too utopian and too dystopian. So without trying to create a perfect world, they yet managed to create what was a normal, with the good, and the chaos and regardless it was too perfect still.
