Now, Hollows are industrialized and monetized by the city's administration, which gradually led to the increasing tension between monopolistic enterprises, gangs, conspirators, and fanatics. (Yes, I copy-paste it from the wiki.) The Criminal Investigation Special Response Team is a division of PubSec operating out of the Janus Quarter (namely, in its Lumina Square branch).
