Katniss is trying to deal with her PTSD, leading a life of isolation, no one to love, no hope, her fire put out to only be ashes. Peeta is doing well with the bakery and his attacks less after he planted the primroses. Katniss doesn't know what to think of Peeta Mellark, the only thing left of him she thinks are memories but slowly, yet surely they will bring themselves back to each other's arms and hold out for a hero.
