The story is set in the American South during the 1930s, where a young 10 year old boy named Owen and his older 27 brother, William Harrison, embark on an adventure that leads them to discover a real mermaid. William, a skeptical journalist, is searching for a story that will help save his career, while Owen, who suffers from a mysterious illness, holds a deep belief in the magical and unknown.

Their journey takes them to a travelling circus owned by a man named Locke, who claims to have captured a mermaid. They soon meet Milla, a beautiful and enchanting mermaid held captive by Locke.
