Our main character, Kaito, just woke up from a sleeping pod in a new body and is now the "Chief" of the Minos Bureau of Crisis Control (MBCC), a secret organization that detains superpower individuals known as "Sinners". The only things he's been told is that he has a power called the shackles which allows him to control these Sinners. However, he also holds another dangerous power that would bring calamity around him.
