Surge, hero and savior of Super City, is always there to save his people, but he can sometimes cause some trouble... One day, when he's running away from the consequences of his trouble, aka the police, he decides to hide in a cute little snow cone store, that appears empty... Turns out a guy named Lou owns the place, who looks to just be some random snow cone salesman. The two talk while Surge is hiding, and they seem to bond. Surge leaves after a little while, thinking that he'll probably never meet that Lou guy again, but fate doesn't seem to agree on that...
