The Fourteen Flames were not pleased with how things turned out for the Targaryen dynasty. So they decide, with the insistence of previous Targaryen kings and queens, to meddle with the mortals' affairs to prepare them for the Long Night that will unfortunately happen much earlier. 

The deities decided that Prince Jacaerys had quite the potential during his time as regent during the dance of the dragons, and chose him as their champion and chose to give Queen Rhaenyra a second chance to bring back house Targaryen to its former glory as the mother of a new dynasty. Two people won't be enough to prepare the realm for the long night, so they decide that Queen Rhaenyra & Prince Jacaerys' family will join them in their conquest. 

They gave the rightful heirs and their family their memories during and after the dance disguised as dreams to help guide them through treacherous rivers and overreaching towers. Afterall, the kingdoms must be united under a Targaryen to win against the long night,
