What if The Enclave of the World of Fallout saw the world as unredeemable thus they would have to cleanse their country of any pest from the country.
They saw the Vault Dwellers as remnants of the U.S citizens who were experimented on in certain vaults...

When the Faunus appeared, people with Animal features (rabbit ears, Bull Horns, cat ears and tail, etc) they welcomed them into their group.

They viewed the Brotherhood of Steel as Xenophobic and believed to be the Aryan Race amongst the Wasteland... hordeing technology for themselves and not to the people, from weapons to technology...

Though outside the Fallen country of the U.S the world changed so much in 200 years, the original continents are gone and changed into something different...
