'Those who mess with other peoples' lives' and 'Those who don't'. Heroes, villains, civilians... having a quirk doesn't brand them into a specific category. They can choose to use their quirk to help or hurt others, but they can also choose to use their quirk only for themself. Or to not use it at all! Why change other peoples' lives unprovoked? If they ask for help, they ask for a positive change to be made. If they don't, why bother messing with them, whether for good or evil?
