"Theodore Cotton. Otherwise known as Panem's Prince Charming. Fairly talented with a sword, but it's his popularity you've got to watch out for. He's still the favourite victor of many of the older people in the Capitol and they're the ones with the money."

Theo had expected Ari to be reaped, but now it's him on the train to the Capitol where he will undoubtedly die. He might as well accept it- no-one from District 8 ever wins- but with her still safe back home, he has a reason to keep fighting.
Theo and Ari have been best friends since they were kids. He's never told her that he wishes they were more. Maybe if he wins, he can go home and they can live the life he's always dreamed of.
But the life of a victor is not what it seems. Especially not when the people of the Capitol see you as their Prince Charming.

I started this before Sunrise on the Reaping and still haven't read it so it's not going to have anything from that book in it even though it's set from the 49th Games onwards.
