The akatsuki and three children

Three kids running from child protective services agents who don't understand that they can live on their own meet the Akatsuki who were turned into cats. The eldest of the three was trained as a sorceress a d she uses the powers to make the CPS'S back down. The Akatsuki shocked at the kind of life they have and that they see an old friend sitting at a table with two children. How will they get turned back and what will they do to the kids? Tobi votes adopt them so the CPS'S don't separate them. Will the others agree?
