He also knows that Hanzo didn't ask for his powers and he also admits that he likes Hanzo and that's why he keeps the boys powers and a secret as well as Cass's affection. So when Hanzo and his sister make an unexpected move to Gotham, he's already prepared. He just doesn't expect the heroes of Paris to show up either.
